Here is a interest exercise. Below is a Scam index developed by finding the % of scam hits (taken 08/23/07) per population of the indicated cities. According to this set of numbers, Lugansk (often reputed center for scamming) is not as bad as its reputation. The larger well known cities that have been advertised heavily (Moscow, SPB, Kiev) have a fairly high scam index, but this is expected because of the accumulated complaints over almost 18 years. Ther real surprise was Perm in Russia. This is not a well known city for brides and not that large a city. Still it tops the Russian list. The Ukraine was over the top with Odessa. Beating the standard (Kiev) by double the scam index. Then there is Yalta... I have no idea what is going on there. All I can suspect is that when a scammer makes her mark, she suggests a whirlwind vacation to Yalta. Or there are some heavy boiler plate e-mail operations going on there. If this is true, have your red flag detectors set for this one.
