The USPS, in their infinite wisdom has decided to drop their International Economy Parcel service. Now, the most inexpensive parcel will have to go as Priority Mail International (PMI). Here parcels are delivered in about 6 days at about twice the price. That puts the price tag range from $4 to $18/pound depending on total weight So those that want to send something by way of slow boat at a reduced cost, that boat has passed... welcome to the jet age and its associated sky high fares! Below is a sampling of the 2007 rate table. Group rate 4 is for Russia and Ukraine.

If you can fit everything you want to send in a shoe box, the best deal is probably the Priority Mail International Flat Rate Boxes. At $37 for up to 20 lbs, that would be $1.85/lb. This is much better than half the standard International Priority rates.
