Your questions:
Does the lady's letter of intent need to be written in Russian language and accompanied by a certifed translation, notarized?
Answer : Yes. Your RW many be fluent in the English language but the USCIS will not know that. Also, anything submitted in a foreign language to the USCIS must be accompanied with a notarized translation. Remember, that the Fiancee letter of intent is not a necessary doc according to the "K1 Checklist", however it would strengthen your case for a visa if done right.
Can her letter simply follow the same format as the man's?
Answer: Yes, but that wouldn't sound sincere and may undermine the message you want to convey to the USCIS. Include the major points but re-arrange the order with difference connective verbage. Also add a few new sentences about how she feels about you... how she is destined to be with you, etc. It's only two of three paragraphs at the most for the whole letter. This should not be a big deal.
Also, does the man's letter of intent need to be notarized?
Answer: No. There are only a couple documents that need to be notarized by a AM. This is not one of them.
