General Procedure for Taking Pets out of Russia... 

These are the general rules for pets exiting Russia as of May of 2007; however these rules have not changed significantly in years.  Contact your flight carrier and countries POE for additional requirements.

Have your lady go to the vet between 9 and 2 months before departure with money and a good picture of the critter.  Explain the circumstances.  The vet will create an International Passport for the animal and give all the appropriate shots.  Don’t forget to ask for tranquilizers for your pet.  Purchase an approved flight carryon carrier for your pet (It must have a water proof bottom). 

For dogs only:  Some breeds or champion dogs are restricted from leaving the country.  You must have proof that your dog is not in this class.  Ask the vet about this and he will direct you to the local organization that will verify your dog.  

You will need special flight reservations for pets. Each air carrier may have different regulations on this.  Many will have a limit on how many pets they allow per flight, (typically 2 or 3 per flight) so get your reservations as early as possible.  You will not be able to purchase your pet’s airfare in advance.

Within 2 to 3 days of departure you must go back to the vet and have your pet examined for health.  The vet will give you a document attesting to this.  If you plan that you might use tranquilzers for your pet, ask the vet to write up that your pet cna take tranquilizers as well.

At Customs (Russia) the Airport vet will review your pet’s papers and examine the animal.  If all is in order, he will give you an International vet health certificate.

When this is done, then you can purchase your pet’s airfare.  Pets are usually charged by weight of the animal + carrier + any other contents in carrier.  Flight carriers often calculate pets as first class excess baggage.  If the weigh of animal + carrier + contents, exceeds 8 kgs, the pet will be assign space in the luggage cabin.  If you want to carry on your pet, watch this weigh limit very carefully and stay below 8 kgs. 

Don’t forget to take some food for your pet.
